Joe Hardy is in love and ready to walk down the aisle, but his fiancee is killed in a hit-and-run accident which was driven by a surfer named Jocco Halsey (Kevin Brophy) and his girlfriend Jess (Anne Lockhart) that has him chomping at the bit to defy authority because Jocco is protected by government agents until he is arrested for a higher crime. Joe goes undercover against his brother and father's will and makes out he's a surfer like Jocco to flush him out. Frank tries to go undercover as well but Joe tries to prevent him for helping out as he wants to do it himself. Jocco set Frank up by taking him to a beach that's a breeding ground for sharks but he survives while being attacked by a shark and anfter a while Jess suspects that Joe's an undercover detective when she picks up another phone that Joe is talking to an officer and Joe has to prevent her from notifying Jocco of the case.
