Herr Exner bemerkt im Haus seines Nachbarn Dr. Loewen einen Brand. Nach der kriminaltechnischen Untersuchung gehen Oberleutnant Fuchs und Leutnant Arndt von Brandstiftung aus. Alle Indizien lenken den Verdacht auf Hanno Hecht, den ehemaligen Freund von Dr. Loewens Tochter Ulrike. Bei dem Brand wurde die gesamte Grafiksammlung vernichtet. Als einige der angeblich verbrannten Bilder jedoch bei einem Hehler in Berlin auftauchen, richten sich die Ermittlungen der Polizei auf Achim Raschke, den derzeitigen Verlobten Ulrikes. Er hat seine Besuche im Haus der Familie Loewen dazu benutzt, Sachgegenstände zu stehlen. Der Brand sollte nicht nur die Diebstähle vertuschen, sondern auch den Verdacht auf seinen Nebenbuhler lenken.
