Der Polizeipräsident tobt: Die SOKO 5113 wurde vom LKA um Amtshilfe beim Zugriff während einer Drogenübergabe gebeten. Allerdings geriet die Aktion total aus den Fugen und endete damit, dass zwar der Drogenhändler Pahl festgenommen werden konnte, KOR Schöle dabei aber tödlich verletzt wurde. Zur genauen Klärung der Ereignisse wird ein Aus-schuss unter Vorsitz des stellvertretenden Polizeipräsidenten, Dr. Brinkmann, einberufen. Die Beamten der SOKO 5113 werden einer strengen Befragung unterzogen - dabei entsteht allerdings immer mehr der Eindruck,dass es weniger um die Klärung der Ereignisse als vielmehr um die Daseins-berechtigung 'Deutschlands am längsten amtierender Sonderkommission' geht. Hauptkommissar Schickl und sein Team werden auf einmal von 'Zeugen' zu 'Angeklagten' - und ermitteln quasi in eigener Sache ...
