Leo Körner hat einen großen Teil seines Lebens im Gefängnis verbracht. Jetzt geht er auf die 50 zu und ist wieder mal in Freiheit. Er ist einer jener Gewalttäter, die nach dem Urteil des Europäischen Gerichtshofes trotz schlechter Sozialprognose aus der Sicherungsverwahrung entlassen werden mussten. Seine Schwester Helga hat ihn aufgenommen, aber die Menschen in der Nachbarschaft sind damit nicht einverstanden. Seit er in dem Viertel wohnt, wird gegen ihn demonstriert.
