Während einer Gruselführung durch Münchens historische Innenstadt wird Peter Raetz getötet. Am Tatort findet sich die Zahl 1701. In dem Jahr wurde die letzte Hexe von München hingerichtet.
Sie hatte die Offerten eines mächtigen Mannes abgelehnt. Dafür musste sie mit dem Leben bezahlen und galt fortan als Hexe. Raetz' Kolleginnen aus dem Ordnungsamt, Ann-Christin Irmer und Maria Helland, haben Raetz kurz vor seiner Ermordung noch gesehen – kerngesund.
Die Kommissare finden heraus, dass es zwischen Raetz und dem Bordellbesitzer Illinger einen geheimen Deal gab.
In Illingers Edelbordell lernen sie die Prostituierte Elena Costa kennen, bei der Raetz Kunde war. Der erste Mord ist noch nicht aufgeklärt, da passiert der nächste: ebenfalls mit Hinweis auf eine Hexenlegende. (Text: ZDF)
