Während eines Kundengesprächs wird am helllichten Tag ein Arbeitsvermittler im Jobcenter erstochen. Der Mörder entkommt, ohne von irgendjemandem erkannt zu werden.
Das Opfer Jens Kuhlbrodt war unter Kunden und Kollegen nicht beliebt. Unter den Verdächtigen ist der vorbestrafte Boris Dalanski, mit dem es einen handgreiflichen Konflikt gab. Aber auch die junge Arbeitsvermittlerin Kira Dunst wurde von Kuhlbrodt drangsaliert.
Bei den Ermittlungen fällt Arbeitsvermittler Hans Hellner auf. Er meint es gut mit seinen Klienten. Doch es wird ihm unterstellt, bei der Vermittlung der arbeitslosen Musikwissenschaftlerin Susanne Schubert in seine eigene Tasche gewirtschaftet zu haben.
