Josef Bacher (Andreas Seyferth), aus der Jugendstrafanstalt Hamburg entlassen, fährt nach München, um seine Mutter zu besuchen. Die Beziehung zwischen beiden ist kühl - Nadja Bacher (Mady Rahl) empfindet keine Liebe für ihren Sohn, weil er sie zu sehr an ihren geschiedenen Mann erinnert. Die Stadt ist für Josef völlig verändert, überall neue Straßen, neue Gebäude. Josef findet einen Job bei einem Immobilienmakler, der alte Häuser mieterfrei und abbruchreif machen möchte, um Platz für neue, moderne Bürogebäude zu schaffen, die mehr Geld bringen. In einem dieser alten Häuser wird eine Rentnerin tot aufgefunden. Sie ist vergiftet worden. Auch Josef findet man Tage später in den Isaranlagen erschlagen auf. Kriminaloberinspektor Veigl (Gustl Bayrhammer), dem die Fälle übertragen werden, muss feststellen, dass neben menschlichem Versagen die Motive für diese Taten auch in den rücksichtslosen Sanierungsmaßnahmen zu suchen sind.
