Arnold Severing ist Bauunternehmer in einer Kleinstadt in Schleswig Holstein. Er hat sich um die Stadt verdient gemacht - hat aber auch an der Stadt verdient. Im Moment wartet er händeringend auf den Zuschlag für den Bau einer Umgehungsstraße. Er hat investiert und braucht das Geld. Doch die Straße fällt der Konjunktur zum Opfer.
