Im Job-Center Frankfurt wartet seit Stunden Wolfgang Kunert. Endlich wird seine Nummer aufgerufen. Im Zimmer der Arbeitsvermittlerin Heidi Ganz kommt es zu einer heftigen Auseinandersetzung, an deren Ende Kunert Heidi Ganz mit einer Pistole bedroht. Ein Kollege, der Heidi Ganz helfen will, wird von Kunert angeschossen und verblutet, da sich keiner in das Büro wagt. Kunert flüchtet mit Heidi Ganz als Geisel.
