Conrad Ketteler sollte gerade sein Amt als Umweltreferent des neuen Landtagsabgeordneten Günter Balried antreten. Doch der Biologe und Naturschützer Ketteler wird tot aus dem Bodensee geborgen. Er stand im Mittelpunkt eines Streits zwischen den Naturschützern und einer Gruppe von Berufsfischern, die die geschützten, aber fischräubernden Kormorane bekämpfen. Klara Blum und Perlmann stellen bei ihren Ermittlungen fest, dass Ketteler heimlich Beweise für illegale Aktivitäten der Fischer gesammelt hatte. Entweder wurde er ermordet, weil er den Fischern mit seiner Prinzipientreue im Wege stand, oder aber, weil er in seinem Privatleben allzu wenig Prinzipien hatte. Eine Zeugin sagt aus, den Fischer Gasser am Tatabend in Kettelers Haus gesehen zu haben. Gasser streitet das vehement ab. Klara ist überzeugt, dass Gasser lügt, kann es ihm aber nicht beweisen. Fraglich ist auch, ob er lügt, weil er Ketteler ermordete - oder eher um Günther Balried zu schützen...
