Während Paula Ringelhahn mit Wanda Goldwasser und Sebastian Fleischer nach einem Brandanschlag auf eine Flüchtlingsunterkunft in Bamberg die Ermittlungen aufnimmt, ist Felix Voss noch auf dem Rückflug aus dem Kaukasus. Dass ihn am Tatort niemand kennt, bringt ihn auf die Idee, dort verdeckt zu ermitteln.
Als tschetschenischer Flüchtling versucht er, in der Unterkunft Verbindungen aufzubauen. Es besteht der Verdacht, dass jemand das Opfer Neyla Mafany an der Flucht aus der brennenden Küche gehindert hat.
