In 1970s Italy, a ruthless criminal gang, led by the Lebanese (Francesco Montanari), the Cold (Vinicio Marchioni) and the Dandy (Alessandro Roja), sets out to conquer Rome, taking over the drug, gambling and prostitution markets.
The police commissioner Nicola Scialoja (Marco Bocci) begins to track down the gang, but he systematically comes up against a lack of evidence to indict the criminals. He gradually understands that the gang, during its rise, has managed to find powerful allies. The question is to know which ones, and how to stop the spiral.
