At last, Nayu Kuruhoshi's true identity is finally revealed - for real! With her aspirations in mind, Ranto thereby declares the formation of the Earth Alliance Student Council. They get the School Police off of the Student Disciplinary Committee's back to take their side, and Ranto puts pressure on Elna to disband the committee. Shockingly, Elna earnestly obeys this order - but a few days later, she announces she's forming a country independent of Japan. Just what is her true goal?
