Kriminalhauptkommissar Hanns von Meuffels ist verliebt in seine Hamburger Kollegin Constanze Hermann, die im Wellness-Center eines bayerischen Dorfs ihre Alkoholsucht bekämpfen will. Betrunken begegnet Constanze Hermann nachts einer Wolfsgestalt, glaubt an eine wahnhafte Erscheinung.
Am nächsten Morgen wird eine junge Frau ermordet aufgefunden, das Gesicht von Bissen entstellt. Meuffels übernimmt die Ermittlungen und bezieht Constanze Hermann mit ein. Die Spur führt zu dem Türken Mehmet Özhan, der auf einem Einöd-Hof eine Hundezucht betreibt und dort einen halbzahmen Wolf hält. Er hatte ein Verhältnis mit der ermordeten Frau, die laut Obduktion mit Gift betäubt wurde.
Die Kommissare finden heraus, dass Özhan früher Mitglied der rechtsextremen türkischen Partei "Graue Wölfe" war, unter dem Schutz des BND steht und nun untergetaucht ist.
